Elly R. Twineyo Kamugisha is an economist and professional of business management. He has had a long career working in the private sector, donor projects, government, academia and civil society.

He was lecturer (Part time/ Full time) for over 10 years teaching and supervising students in the courses of economics, business management, and law. Currently he is the CEO of Uganda Export Promotion Board (UEPB). 

He has made several presentations to business associations, academia, and government and written several articles in different media. He is the author of Why Africa Fails (2012). He is a full member of The Chartered Institute of Marketing (CIM), UK and The Chartered Institute of Purchasing and Supply (CIPS), UK. 

He is a graduate of the University Of London in UK (Msc. Finance/Economic Policy) and Makerere University (Msc. Marketing with research focusing on government and export performance). He has a Post Graduate Diploma in Marketing, CIM, and Graduate Diploma in Purchasing and Supply, CIPS. He was awarded a PhD (Honoris Causa), UGC Tennessee.
