These frameworks are challenged when other teams want to implement them to become Agile.Information Technology is a supporting function in an organization and should not drive Agility at the enterprise level. Adopting Agile is a business process, not a technology modernization. The IT department is a critical enabler for the Agile Enterprise and must support the business becoming Agile.
