CSR isn't a department because corporate citizenship or corporate philanthropy aren't departments either; they're activities that involve everyone in the company and align with a bigger purpose. When you talk about corporate citizenship, you can break it down further into corporate responsibilities-which are shared by everyone-and corporate giving, which is what the corporate foundation does.
